In 2021, Marvel Studios hinted about the possibility of a Thunderbolts squad being established inside the Marvel Cinematic Universe. It was reported that the film was in the process of being developed in June of 2022, when Schreier and Pearson were assigned to the project. Following the announcement of the film’s major cast members in September of that year, more casting was announced through the beginning of 2023. During the month of March 2023, Lee became one of numerous creatives who had previously collaborated with Schreier on the Netflix series Beef (2023). Lee was hired to rework the script for the picture. The production was delayed as a result of the labor problems that occurred in Hollywood in 2023. As a result, some performers left the movie, and they were replaced a few months later, in early 2024, when Calo entered. Additional filming took conducted in Utah throughout the period of February to June 2024, with the majority of the production taking place at Trilith Studios and Atlanta Metro Studios in Atlanta, Georgia.
